<br />The problem is that these ships are not inactive and are still in active service and capable of delivering data to WOD.  The wording "decommissioned and transferred to the Military Sealift Command&" is horribly open to misinterpretation. It sounds like the ship is being laid up. However, all that it really means is that the employer of the crews has changed, but the ship is still in active service doing exactly what she did before on behalf of the the US Navy.

<br />Further, my experience with US Navy is that change of pennant has nothing to do with a change of governance. For example, if a destroyer is refitted and its armament is augmented with the addition of guided missiles then the pennant will change from DD xxx to DDG xxx.
