[Edserplo_users] Update completed - OSCR display available

The updated version of Edserplo now has an OSCR (Ocean Surface Current Radar) page available - thanks Rashid. Juan is thinking about getting some OSCR data into QXF as we don't have any to speak of at the present time. All OSCR - mostly POL's - is a special dataset. 

Rashid's next task is to manage the enhanced driver file which carries positional data as well as the normal file names and options. The user can then select  series on the basis of proximity, etc. from a map.
