[Edserplo_users] Update has been done

This should remove Sean's CTD page scaling  problem.

Note we are not expecting any more problems with update blocking (by concurrent usage of Edserplo on Windows) because I've modified the batch file. I will continue to announce when updates been done with an indication of what problems have been fixed or what enhancements have been made.

The Windows batch file has been modified to generate a local copy of the JAR file (under c:/tmp) to avoid the problem. This means it takes slightly longer to start. If for some reason it cannot generate a copy it will use the M: version (in which case blocking could still occur). If you have two attempted concurrent invocations it is possible, though I haven't tested it, that with or without an intervening update, the second Edserplo invocation could crash the first by virtue of overwriting the temporary JAR file.
