[Edserplo_users] Update: Cycle window instability

The Cycle Window instability should have been cured now  - on PortTimPage. There is additional work still to do though: specifically to make sure that the columns are created with the appropriate width for the LFM.

The error tracer file now only gets one copy of the dump file name.

PS Quyen, I've updated the BODCGraphicsPanel to hold the sizing information so the only thing that is needed is to change the CW constructor to activate it in the other classes.
