[Edserplo_users] bugs 528, 534, 535 fixed - await next update, possibly Wednesday

I've been logging and fixing some bugs in the production code.

528  -  Vertical axis for binned data (also improved annotation, hopefully)
534 -   CMD scatter plot radius not changing with scale
535 -   Outlier capture problem on CMD scatter plot - very common this one. The Bugzilla report tells you how it happens.

Also logged a problem - B#537 - with selection of CMD and plotting on Timeseries page.

These have been reported to edserplo_users in Bugzilla but there seems to be a problem with Bugzilla e-mails as they don't seem to be coming through at the moment, hence this one.
