[Edserplo_users] Update for CTD page, 'W' command etc.

Jonathan has fixed a number of bugs with the CTD page and has had a lot of problems with the presentation of the cycle window on Linux (some Java methods refuse to give reasonable answers for window size). Tool tips now use the Vocab server and a PortTimPage bug has been removed. The SeaBird class has been enhanced to deal with yet further vagaries of the format.

I have put in adjustments to BudAuxiliary to support changes in BUDS functionality. These relate to B#1310 but are not yet live in the Matlab.
