[Medin_dacwg] specification for the redevelopment of the MEDIN discovery metadata portal

Dear MEDIN DAC working group,

I understand from Clare that there was an action from the last DAC meeting for me to send you the specification for the redevelopment of the MEDIN discovery metadata portal. Please find this document attached. It is  at the stage of being prepared to go out to tender. Feedback is welcome and I would appreciate any you have by Friday 19th.
