[Medin_dacwg] updated MEDIN Standard plus accompanying change log

Dear members of the MEDIN Standards and MEDIN DAC Working Groups,
MEDIN are delighted to announce that the guidance notes for the latest version of the MEDIN Standard (v3.1) are now complete and will be published on the MEDIN website shortly.
However, in order to save you any delay in accessing the new Standard, I am attaching it to this email. The guidance notes come in two forms - a detailed document which includes XML encoding exmaples and reference annexes (the _full.pdf), and a briefer summary document which contains the guidance for each element, but does not contain XML nor the reference annexes.
I also have attached the change log, so you all can see what adjustments have been made between v3.0 and v3.1 of the Standard.
MEDIN are now looking at work to upgrade our metadata tools to version 3.1 and I will provide further news on this once I have something solid to report.
