For species distribution, habitats & biotopes I think this should be an
official representative from the JNCC, who hold the remit for these
areas for the UK Gov't (i.e. are the recognised 'competent body', or as
INSPIRE put it Legally Mandated Organisations (LMOs)).
David, Emma, Neil - do you know if JNCC are involved with this process?

All,
Is anybody (or does anybody know of anybody) who is putting themselves
forward as an expert for the drafting teams for any of the INSPIRE Annex
3 Data Specifications (e.g. oceanographic features, sea regions, species
distribution, habitats and biotopes?). We would preferably have some
strong links to the drafting of these. The deadline for nomination is
the 14th December.
