[Medin_standards] Vertical CRS

There is a vertical  CRS 'msl depth' - EPSG 5715  - don't know if that is what is required.
 
Any scope to register a new Vertical  CRS with the EPSG (e.g relative depth from sea-surface ??). That would keep it MEDIN and GEMINI compliant....

Does anybody have any suggestion what the vertical CRS (MEDIN element 14.3) should be for depths measured relative to an instantaneous sea level (i.e. zero is the sea surface at the place and time of the measurement)?
