[Medin_standards] INSPIRE Annex 3 data spec MEDIN comments

Attached are a collection of comments I have received and gathered from a variety of sources to provide a MEDIN response to the draft Annex 3 Data Specifications. This is now circulated to you  to provide any additional comments after which I will provide the response back to INSPIRE.
