[Medin_standards] MEDIN vocabulary governance

Dear MEDIN Standards Group,

until recently, Mark Charlesworth had unilateral control over the content of the MEDIN controlled vocabularies (data format categories; Parameter Discipline Keywords; Data Guidelines; Marine Archaeology Monument Types). This seems a good time to move to a more formal governance of these vocabularies. We are going for the Standards Working Group as content governance, with me as moderator.

It works like this:
1. Any updates to the vocabularies (new terms, corrections to existing descriptions etc.) are proposed to the whole Standards Group via the mailing list. 
2. Anybody in the group is welcome to add their own comments about, modifications to, or arguments against the proposed update. Please use "reply to all" so the whole group is kept up to date with the discussion. I will watch out for any technical problems with the proposal.
3. When an update is proposed, I'll give it a reasonable time (depends on how urgent the update, or whether it's the middle of the Christmas holidays) to allow everybody to respond if they want. If there are no objections within that time, or once any debate has been resolved, I'll implement the change and notify the group.
