[Medin_standards] MEDIN Standards Work Plan

Dear MEDIN Standards Working Group,
Please find attached a draft Work Plan for the next 5 years for this group. I'd be grateful for any comments in the next couple of days (sorry for the short notice). The discovery standard and data guidelines are considered in their operational phase so there is not too much development work mentioned, but if you feel there is something missing, please do let me know.
