[Medin_standards] Updates to the MEDIN standard and tools

Dear Colleagues,
I am pleased to announce several updates to the MEDIN standards and tools.
Ideally metadata and data standards do not change. However, it is important that the MEDIN standards continue to comply with other national and international initiatives, which makes it occasionally necessary to update our standards.
