[Medin_standards] MDE Data Quality and Opportunities reports

Dear Standards Working Group,

I had an action to distribute the paper that was written for us on consistent quality issues found with our Marine Data Exchange. I attached an abridged version of the report which excludes a discussion section related to consistent issues which occur with different suppliers of data (for obvious reasons). I'm not sure if this is quite what you were expecting, but hopefully you find it useful.

I also attach a summary of a longer report we had done on opportunities to use the data held within the MDE for info.

Happy to receive comments on either of these.
