[Medin_standards] new file format entry for M01

Hi all,
I need to create a new vocabulary term for the M01 vocabulary MEDIN use to define the files that data are stored in. At the last SWG meeting, it was agreed that the file format 'Binary' would be added to the vocabulary.
I propose the following definition
Binary: Any file format for digital data that does not consist of a sequence of printable characters such as ASCII. Often also referred to as machine code. Binary files need bespoke APIs in order to be interrogated or manipulated.
