[Platforms] UK Scotia

Hi All:

Much of  our data received through 1999-12-31 contain platform codes 
embedded in the data. This, of course, restricts what we can do
with codes.  Our current Scotia codes all have 'mutiple hulls' entered 
plus we have used the structure suggested by Roy with the exception of
74SC which is 1971 - 1998 ; I should add the other codes in the comments 
fields.
