[Platforms] Case of ship names, replies, and PERU vessels

Just to emphasise I am STRONGLY against mixed case for codes. They are an accident waiting to happen.

Hi Mitch, Roy and platform group,
ICES has no objection to Descriptions being stored in mixed case. The person requesting should specify the case so that instances like the "IMARPE 5" are added appropriately. We agree that there should be a group consensus on mixed case for Description, so if others have objections, please reply by 11 June.
Note that we are not able to support mixed cases for Codes.
The NODC codes are fine for the Peruvian vessels. I will, however wait for replies on upper/lower case before adding them in the case suggested.
With the many emails and "acceptance by silence" practise that we experience with the platform email, we feel that an overview of requests would be helpful - especially when the silence was due to not being at the office. Ship codes can not be deleted from the RECO "SHIPC" list once they are assigned. In order to give people a chance to disagree with code proposals without disrupting the ship code list, an overview of ship code requests will be made available on the ICES Data Centre web pages. I will send an email when this is completed.

You change one problem, then you create another (sigh).
Uppercase/lowercase generates this:
New additions;
IMARPE 5; NODC code 65CH; definition = Instituto del Mar del Peru
(so that is upper case).
Mar Mediterraneo; NODC code 65CI; fishing vessel
SNP-2; NODC code 65CK; built 02/1999 (I have seen references to
the vessel B.A.P. SNP-1 but no definition, so this is undefined)
Pacifico; NODC code 65CL; fishing vessel; built 03/1996
Note: Our spanish speakers here do not have any information on these.
