[Platforms] Ciudad de Rosario: do we trust Wkipedia?

I'm pretty sure this is the vessel for which code 08RO was created and that it looks a reliable entry.  Do you (including Ana) agree?  If so, we can significantly improve the entry - especially convert the build date to a commissioned date and add in the ship's history.

If nobody finds a problem with this can somebody at ICES upgrade the entry?
