General Comments:
Call sign would indicate that the ship was based in Newfoundland.
According to the "Ship building history" website, she was originally known as "Preventor" until 2009, and her official number ended with "NL" (Newfoundland). The said number is now suspended so we can't find out more from the Transports Canada website.
However this is contradicted by this newsletter from 1986 (link provided in submission), page 3; "Two new patrol vessels for eastern N.B." which names her 6C-4828. I take the newsletter info to be more credible.
US NODC already attributed 18P4; I suggest we use 18P4 for continuity
