[Platforms] EU can now be used as a flag

Dear Platform Group,
We would like to inform you that it is now possible to register platforms owned by the European Union with the EU flag.
To facilitate this change, after communication with BODC, code 'EU' was added to our copy of the ISO 3166 standard as the 'exceptionally reserved code' for special use cases, where reference to EU is necessary.
