EUCC Information and Data Management (IDM) Working Group
*Attached is a 2-page Terms of Reference for a proposed Information
and Data Management Working Group (IDM W.G.) that I have been given
permission by the Council of EUCC - The Coastal Union - to form in
order to better advise EUCC members and member organisations, and
the wider coastal science and management community globally, on
geospatial data management issues. The initial focus is on data
harmonisation (standards and interoperability) and future
developments, i.e. advances in Web services to aid in
decision-making in the coastal zone.
With regard to coastal/marine data themes in the EU's INSPIRE
(Infrastructure for Spatial Information in Europe) initiative, we
hope to provide informed responses to the INSPIRE Drafting Teams who
are even now setting the implementation rules for this pan-European
SDI, spanning all data themes. EUCC - The Coastal Union are an
officially registered SDIC (Spatial Data Interest Community), via
which it acts in an advisory capacity to the Drafting Teams, of
which there are five. The INSPIRE Data Specifications and Metadata
Drafting Teams recently sent their first (ver 0.1) internal draft
recommendations to the Commission's Consolidation Team. We would
expect the first public versions to appear for comment by SDIC
representatives in the first quarter of 2007.
We are not looking for some large, unwieldy group here, rather a
small cadre of volunteers interested in data management issues, who
have direct experience with interoperability and data harmonisation
standards, techniques and technologies, Web services, etc. Typically
you would be the member of staff who advises your institution or
organisation on data management issues. You will have perhaps
participated in past data harmonisation and interoperability
projects (MarineXML, DISMAR, etc.) or are involved in current
projects (MOTIIVE, SeaDataNet, HUMBOLDT, MERSEA, etc.). Ideally, you
will also be using the new technology to create OGC-compliant Web
services, e.g. MIDA (Marine Irish Data Atlas).
What the working group members get from participating are:
(a) the chance to influence the degree to which marine/coastal
information standards for data and metadata and access/re-use
policies are properly addressed in the INSPIRE Drafting Teams,
(b) the opportunity to support EUCC in its role as a registered
SDIC, and
(c) the opportunity to learn from and share experiences of IT/data
management colleagues in other marine/coastal research and
management institutions and organisations specifically with regard
to information management issues.
The Terms of Reference set out the rationale for the proposed
working group, as well as working methodology and responsibilities.
Don't be bashful. If you have even a few hours to spare on an
occassional basis and have the relevant experience, we welcome you
with open arms!
