[Seavox] C19 extensions

Dear All,

Attached are the UK-local sea areas that I propose adding to C19 together with their bounding boxes and 'hooks' into the existing hierarchy. We have full polygon geometries available for each of them available as Shape Files (Tjes get in touch with Pauline when she's back in the office on June 1st if you want them).

 Comments are welcome, but even more welcome would be similar local additions supported by Shape File geometries.

I'm on leave/off site the next couple of weeks and so won't action this update until the week of June 13.
