[Seavox] C19 addition

Dear All,

I have has a request to add the Fram Strait to the C19 vocabulary. The proposed geometry is shown in the attached, together with the resulting bounding box.  I would propose linking it in the hierarchy as  narrower than Greenland Sea.

I would like to make this addition next week (say Nov 15) so please let me have any feedback by then.
