[Seavox] New L22 device and update to existing L05 concept

To the SeaVox and SDC vocabs governance groups

Dear colleagues,

We have received a request to add "Unspecified trammel net" to the L22 Seavox Device catalogue.

As a result we need a concept in L05 (the SDN Device category vocabulary) to map the new device to.

Instead of creating a new separate concepts for "Trammel nets" at the L05 level we are proposing to broaden the existing L05 concept for Gill nets http://vocab.nerc.ac.uk/collection/L05/current/65/ to include entangling nets such as trammel type nets.

In so doing we are keeping in line with the FAO classification (see http://www.fao.org/fishery/geartype/107/en).
