[Seavox] Update to C19 sea area latitudes

Hi All,

We have been informed of two errors in our C19 latitudes for the Scotia Sea and Caspian Sea. In both cases the northernmost and southernmost latitudes required swapping; the northern extent was further south than the southern extent. Both have now been updated.
