[Seavox] Vocabulary creation for event loggers

Dear Colleagues,
Following a series of meetings with contributions from mainly the US (R2R/CORIOLIX), Europe (Eurofleet), and UK (BAS and NOC), we are ready to create two new SKOS collections to support the harmonisation of controlled vocabularies needed for event loggers: one for "actions" and one for "processes". We started with requirements related to the traditional scientific log maintained during research cruises hence why this is referenced a lot in the text. However we seem to be coming to a consensus that the two new vocabularies may be useful for other platform types too.
I hope that some of you will be able to comment on the proposal. Please feel free to respond by email if you are not already registered as a github user.
