[Edserplo_users] Update: resolution of some bugs

The port advancing under editing may have been solved (134 in Bugzilla). Ability to read settings files at invocation (133) has certainly been solved (courtesy of Geoff). The reason for caution on the first is that it has been difficult to recreate the problem. The problem that has actually been fixed relates to the  settings file failing to update the port selection mask properly on input. These two problems, inter alia, were set for Danny but he didn't get near to solving them - after two weeks. Hence his exit.

PS Lib, if you don't want a selection mask to be recreated as part of the settings I can disable the feature.
