[Edserplo_users] Update: inter alia restores the ability to output settings files

Muhammad has got off to a flying start and corrected the following problems

716  Inability to output settings files
718  Traditional settings-file selection transferred to any ports which have no data causes problems in plotting data
720  Flagging behaviour in PortTimPage corrected 

He is currently working on improving the AnalysisPage, in particular the ability to retrieve analyses from Oracle - a chunk of functionality which had been omitted. He will then go on and ensure we can store analyses in Oracle (an even bigger chunk of functionality omitted).
