[Edserplo_users] Various changes + NetCDF dump and settings

Quite a few bugs have been fixed and enhancements made.

S1) Zoom limits on the CMD scatter plot are disabled for non-Mac use. The help reflects this. 
S2) Freezing linked to scatter plot outlier selection should be a thing of the past
S3) Aspects of Argo visualisation have been improved. 

Use of Edserplo remotely via a browser based on a Mac doesn't constitute Mac use. Unactioned events older than a second get thrown away but the Mac in the version of the operating system that is being used doesn't support this. Hence the use of zoom limits is retained in this case. There seems to be an inconsistency between the X-Y and CMD scatter plots in their use of zoom limits - which I will try to eliminate.

In the line with the changes noted below, updated or new settings files will be in NetCDF. You can still read old-style settings files.

On the Edteva front :-

This release of Edserplo can read and write NetCDF dump files. It looks to be OK except in the respect noted below at E3 but needs a lot more testing.  The desire to bring it forward at this point is to consolidate the changes in the production code base. The additional work engendered by the matter raised at E3 may be of the order of a week but because it's a tricky area may be much more*.  Note that a dump file can be raided for input settings. E.g.

edserplo -Dmynewdata -Emynewdump.dmp -Wsgl -Z -Smyolddump.dmp

There's also additional work to be done on generalising Porch file support (see B#530), flagging options on the Output page, and later, Tidal Analysis, Statistics (testing hopefully with a new spline class but as Rashid is finding this is demanding stuff)  and Tutorial.  

E1) Rashid has made it possible to output in TASK and BCM. Ascii General can be flagged and a mechanism for absent data supplied.  
E2) Single point interpolation has been fixed. 
E3) Recomputing residuals following a timeshift is OK but cannot be done (yet) with data read from a dump file.

*If I could figure out a plan of action I would give it to Rashid!

IT meeting:-
I have not received any note of pressing developmental needs ahead of next week's IT meeting apart from a request to flag both Eastings and Northings when editing direction OR speed (Eastings currently share flags with Direction, Northings with Speed). In the context of a generalised program like Edserplo this is seen as non-trivial.
