[Edserplo_users] Update to fix problems in export; also Sea-Bird

The updates should largely be transparent. Reading and displaying Sea-Bird data should be OK too.

 I have removed the modifier appended to the internal name of the interpolated output (15, 30, or 60). The evidence is that the interpolation mechanism is working OK (tested all Dataring ports for April at the different frequencies). 

Juan is currently putting some licensing text together so our colleagues in India can start using the Edteva component.

Jonathan is currently working on QXFList and Flook (-q option). I have some specifications dating back to 2003 which may yet see the light of day!
