Well,  no.

Did you look at the Metadata IR Technical Guidelines based on EN-ISO19115 and EN-ISO19119?
http://inspire.jrc.ec.europa.eu/implementingRulesDocs_md.cfm (pick the top one 2009-03-02)

On pages 23-26, section 2.4 Keywords are described, there are ISO19139 examples showing where the thesaurus is defined. The three examples in the 2.4.2 box cover it in text rather than XML.

Does this provide a satisfactory answer?

Gil,
I was hoping you could answer a quick query regarding the use of GEMET keywords in the INSPIRE discovery metadata. Is it simply a case that 1 keyword from http://www.eionet.europa.eu/gemet must be used? We had discussion in the Marine Environmental Data and Information Network and some people thought that GEMET was a service where you had to register keyword vocabs so that they could be used for this element.
Any help gratefully received.
