[Platforms] JCOMMOPS platform identifiers

Dear All,

Attached for your information is a platform identifier list based on information maintained by JCOMMOPS.  This should obviously be the basis for any attempt to raise the identification of buoys from the platform class to the platform instance level.  The overlap with ships is something that we obviously need to sort out to avoid duplicated effort.
