[Platforms] Platforms attributes and code assignment: final draft for acceptance

Dear Platform Group,

 

The attached specification and technical/content governance clarifications have been proposed by ICES and accepted by BODC and US-NODC. You do not need to reply to this email unless you have a specific issue with the proposed changes, if no issues are reported after 1 week the specification attached will come into effect for Platform code assignment and maintenance.
